Preparedness: Preventing Surprise and How to Respond to It
William J. Walker was a Special Agent of the Drug Enforcement Administration (DEA) for 30 years. He served in various national and foreign positions of increasing significance and was a member of the Senior Executive Service. Mr. Walker is a recognized investigative, safety, security, regulatory compliance, and risk mitigation professional with expertise developing, and executing strategies to protect people and property.
After retiring from DEA, he became a full-time, Army Officer and in 2018, served by Presidential appointment, as the 23rd Commanding General, District of Columbia National Guard. Major General Walker reported to the Secretary of Defense through the Secretary of the Army and provided the leadership, strategic vision, and command and control over Army and Air National Guard operations including military support to civilian authorities.
In the aftermath of the January 6, 2021 attack on the U.S. Capitol, the Speaker of the U.S. House of Representatives requested General Walker to retire from the Army, and he was elected to the critical role of Sergeant at Arms for the 117th Congress. Sergeant at Arms Walker introduced innovative methods to assist in the prosecution of people making threats to Members of Congress and their families, and he initiated enduring security enhancements to better protect Members, the House side of the Capitol complex as well as Congressional office buildings and the visiting public.
